Operational Continuity and Digital Sovereignty for Government and Critical Infrastructure

This paper introduces Digital Sovereignty as Architectural Control: a fully sovereign, preemptive execution-control architecture, designed to operate without kill switches, without cloud dependence, without customer data collection, and without exposure to foreign jurisdictional reach.

• No KILL SWITCH: No technical mechanism to disable, suspend, or remotely control customer deployments.
• No CLOUD Act Exposure: Does not require cloud connectivity, external enforcement, or remote management that could trigger foreign jurisdictional reach.
• No Customer Data Storage: Does not collect, store, or process customer operational data, telemetry, or execution artifacts outside the customer’s environment.
• No External Dependencies: All security decisions are enforced locally. Operation does not depend on updates, signatures, or real-time intelligence feeds.
• Customer-Controlled Authority: Control remains fully with the deploying organization, under its governance, legal framework, and operational command.
