S2GRUPO Appointed to the EU Cybersecurity Reserve in Seven European Countries

| Author: HSD Foundation

S2GRUPO, the Spanish company specialising in cybersecurity, cyber intelligence and cyber defence, has been selected by the European Union Agency for Cybersecurity (ENISA) to join the EU Cybersecurity Reserve. Earlier, the company successfully secured four of the 28 procurement contracts awarded under the Cyber Solidarity Act. As a result of this selection, S2GRUPO will be able to provide specialised incident response services for large-scale cyber incidents in the Netherlands, Spain, Ireland, Poland, Portugal, Malta and Cyprus. This will enhance the ability of Member States to respond effectively to cyber crises affecting critical infrastructure, essential services and strategic systems.

The EU Cybersecurity Reserve has a budget of €36 million, funded through the Digital Europe Programme. Established by ENISA, the Reserve is designed to ensure the availability of high-quality, verified technical capabilities that can be rapidly and coordinately deployed in response to major cybersecurity incidents. The initiative supports the European Union’s objectives of strengthening digital resilience, international cooperation and strategic autonomy in cybersecurity.

The selection process resulted in a list of 45 European service providers, chosen through 28 public procurement procedures based on criteria including technical capability, operational experience, responsiveness, and alignment with EU requirements relating to trust and technological sovereignty. By securing four contracts covering services across seven countries, S2GRUPO ranks among Europe’s leading organisations and is one of the companies with the highest number of contract awards under this European mechanism.

Joining the Reserve recognises S2GRUPO’s extensive track record in securing critical infrastructure, IT and OT environments, and complex industrial systems. It also reflects the company’s experience in managing highly critical incidents and cyber crisis scenarios. These capabilities are supported by a team of more than 750 specialised professionals, capable of operating in multinational and highly demanding environments.

“Joining the EU Cybersecurity Reserve is recognition of the work S2GRUPO has carried out for more than twenty years in protecting critical systems and responding to complex cyber incidents. At the same time, it represents a responsibility: delivering European services that help strengthen the digital resilience of Member States when they need it most,” said Javier Pérez Tejerina, Head of International Revenue at S2GRUPO.

From a strategic perspective, this appointment further strengthens the company’s position in Europe and reinforces its role as a strategic technology partner for digital sovereignty and cybersecurity. This applies both to national authorities across the Member States and to European Union institutions and agencies.

“The EU Cybersecurity Reserve is a crucial instrument of the Cyber Solidarity Act and a decisive step towards a more prepared and autonomous Europe in cybersecurity. S2GRUPO’s selection demonstrates that it is possible to build strategic capabilities within Europe, based on home-grown technology and specialised talent, in support of Member States,” said Rafael Rosell, Chief Revenue Officer at S2GRUPO.

S2GRUPO’s expertise in this area is further reinforced through its participation in leading institutional forums, where the capabilities and operational deployment of the EU Cybersecurity Reserve have been examined, alongside its contribution to the objectives of the NIS2 Directive and the preparedness of essential entities.

Through this selection, S2GRUPO will actively contribute to the coordinated response to high-impact cyber incidents and support the continued strengthening of the European cybersecurity ecosystem in the face of increasingly complex and sophisticated threats.

S2GRUPO at the EU Cybersecurity Reserve Event

ENISA invited S2GRUPO to participate, alongside Spain’s Department of National Security (DSN), in the EU Cybersecurity Reserve’s biannual event held in Athens on 6 May. During the event, participants reviewed the operational outcomes of Spain’s involvement in the Reserve and took part in both real-time incident response activities and a structured simulation exercise.

As part of its contribution to the EU Cybersecurity Reserve, S2GRUPO provided specialised expertise in two key areas: incident response and cybersecurity simulation exercises. This involvement builds on the company’s long-standing collaboration with EU institutions and Member State authorities, demonstrating how a fully European cybersecurity provider can integrate with national crisis management structures with the required precision, expertise and discretion.
